Kerry Macdonald Announced as Labor’s Candidate for Mornington

Mornington Peninsula Labor is proud to welcome Kerry Macdonald as Labor’s candidate for the seat of Mornington at the 2026 Victorian state election.

A Mt Martha local, mum of two and grandmother, Kerry is a longstanding Labor member and President of our Mornington Branch. Her career as a senior public servant and management consultant gives her a practical, first-hand understanding of how government delivers the services locals rely on — health, education, policing and justice.

Surbhi Snowball Announced as Labor Candidate for Nepean

Nepean Labor is proud to welcome Surbhi Snowball as Labor’s candidate for the seat of Nepean at the 2026 Victorian state election.

She currently works in finance, re-entering the workforce after raising two children. Her family moved to the Peninsula around ten years ago, and she has been active in the community ever since.

Surbhi said: “I live on the peninsula, I am part of this community, and I will represent this community. I will listen to what people need and want and do my very best to represent them.”

Cost of Living

Labor’s Number One priority is Cost of Living relief.

Energy bill relief, cheaper childcare, free TAFE and fairer wages so families can get ahead.

Stronger Medicare

Labor built Medicare and we will always strengthen it.

More bulk billing and shorter waits — so seeing a doctor is about your health, not your wallet.

Tripled the bulk billing incentive for people who need to see their GP most often – helping pensioners, concession cardholders, and families with children.
New PBS listings for conditions like breast, prostate and lung cancer so medicines are affordable for everyone.
Cut the maximum cost of a PBS prescription to $25.
Cut PBS prescriptions costs to a maximum of $7.70 for Australians with pensioner or concession cards.
Opened 137 bulk billed Medicare Urgent Care Clinics, including in Somerville and Frankston, making it easier for Australians to get the urgent treatment they need.
Opening Perinatal Mental Health centres around Australia.
Funded free therapy from home with our new Medicare Mental Health Check In. No cost. No referral. All covered by Medicare.

Affordable Housing

Back-to-back increases to Commonwealth Rent Assistance in more than 30 years.
Housing Schemes: Expanded caps and eligibility for the Home Guarantee Scheme and Help to Buy
Delivering housing for vulnerable women, children, key workers and veterans while helping to reduce the social housing waiting list.
Delivering 55,000 social and affordable rental homes for Australians that need them most with 7,000 delivered and almost 23,000 in planning and construction.
Investing a record $1.2 billion into building new crisis and transitional accommodation to ensure that at-risk groups including older women, younger Australians and those fleeing family and domestic violence, have access to safe and stable housing.
Unlocking housing supply by training more tradies through Labor’s free TAFE and $10,000 incentive payments for apprentices in construction, building more infrastructure, investing in prefab and modular housing

Climate and Environment

Victoria is leading the nation on climate change, cutting emissions while keeping energy prices down for households and businesses – including three hours of free power from October thanks to all the renewable energy we now generate.
Providing targeted energy relief direct to people’s electricity bills
Supporting the installation of rooftop solar systems, batteries, and electric hot water systems and appliances.
Setting new minimum standards for rental properties meaning renters get green upgrades too – not just homeowners.
Ensured out economy has kept growing while emissions come down
Supporting 26,000 New Energy apprenticeships.

Health care you can count on

Labor is lowering health care costs, increasing care choices, and tackling gender bias in the health system.

Labor is expanding and strengthening support services so people can access the care, support and resources they need to stay healthy and well.

Free Mental health care: Labor has committed$1 billion for mental health services including of network of 61 Medicare-linked mental health centres.
Women's health: in a world first, Labor has funded dozens of Endometriosis and Pelvic Pain Clinics and increased access to menopause and perimenopause support.
Provided new menopause therapies and endometriosis treatments on the PBS at subsidised prices.
Cheaper Birth Control: Adding new oral contraceptives and long-term options like IUDs and implants to the Pharmaceutical Benefits Scheme (PBS) to cut out-of-pocket costs.
Increasing the skilled nurse practitioner workforce, and legislating them to provide prescription medicines and chronic disease care.
Men’s health: delivering $11.3 million for Movember to provide men’s health care training to primary health care workers and to develop a campaign to encourage men to visit the doctor, and investing $20.7 million for grassroots initiatives that support men’s mental health and wellbeing in community settings.
Hospitals: big boosts to hospital funding to deliver more public hospital services in every state and territory.

Education & Kids

Labor will always seek ways to provide opportunities through education for young people.

Cheaper childcare and well-funded local schools for a great start in life.

Made childcare cheaper particularly for lower-income families.
Funded via a federal-state partnership (the Preschool Reform Initiative) to deliver 15 hours a week (600 hours a year) of quality preschool programs with qualified educators for children in the year before school.
Established an infrastructure fund to build kindergarten and early childhood care in outer suburbs and regional areas.
Introduced the Commonwealth Prac Payment to support students in nursing, teaching, midwifery, and social work while on practical
Expanded the headspace network to over 175 youth-focused mental health centers across the country
Provided pathways for young adults to achieve home ownership.

The Peninsula isn’t one place. It’s the fishing boats at Hastings, the school pick-up in Rosebud, the surf clubs at Point Leo, the small businesses hanging on through a quiet winter. What ties us together is community where people are looking out for each other.

That’s the spirit behind this campaign. We’re locals — parents, tradies, teachers, retirees, volunteers — who think our community deserves a government that has its back. Not slogans, but real help with the cost of living, quality education, a doctor you can afford to see, and a coastline still worth handing on.

We oppose all forms of discrimination, support advancing Indigenous recognition, and proudly support the Treaty for Victoria.

This is our home. We’re fighting for it.

The Flinders Electorate

The electorate of Flinders is a rural division which covers the three State electorates of Nepean, Mornington District and Hastings.
